Description
If those refugees from Greenvale think they can bring their plague to Westport, they have another thing coming.
Go to the front gates. Tell them to go back to their homes and farms. They will not be allowed to spread this plague any further.

They won't leave? Fine, then they can starve outside the city gates. I will not allow them to bring their plague into this city, across those waters, and to Zanyana-knows-were.
